If the government had a balanced budget or a surplus and either no debt or it was rapidly paying down the debt, but it had a 50% top tax bracket and was spending a greater portion of the GDP then it does now, would that be a good example of fiscal conservatism in your opinion?

To me fiscal conservatism in terms of government budgets means more then balanced budgets.
