You don't remember Greenspan talking about the danger of too large a budget surplus? That you didn't want the government deciding where to invent excess dollars, that that would be manipulation of excess dollars?

There is NO DOUBT about that. Clinton the Democrat is the fiscal conservative, balancing the budget with hard decisions. Bush the Republican is cutting taxes, spending like a drunken sailor. He did the same in Texas, his brother is doing the same in Florida.
