I'm not a member of the police force and I've done no study about how police forces act. I suspect being a member of the police force, and seeing the underbelly of humanity, makes you have less respect for people, and their "basic" rights. After all many police seem to think those "rights" just get in their way- similar to the arguments we've been hearing about why those "rights" should be thrown out if you are suspected of terrorism.

I don't think it has anything to do with CA. I remember reading of the poor man who was sodimized in the NY with a broom by the police, and the man shot (NY also?) while reaching for his wallet. I think it is merely about power, and control, and the abuses that travel with power and control- no matter what state or country you happen to be in.
