I think COT traders are taking the attitude of Bernard Baruch:

I can't get the returns shorting on the first 20% off the top and can't get long at 20% up from the bottom. But I will take what the trend gives me with 60% in the middle. And the trend continues to be down, although Nasdaq is stabilizing trying to establish meaningful support.
