But I Don't Think That Information Provided (particularly if offered under oath) can be recanted. To the best of my knowledge the contents of congressional committee meetings are transcribed: in addition we know that there are video tapes, in the public domain, of what he actually said. So it would not be necessary to review his notes to review exactly what he said. I don't think that he was obligated to turn over any documents he had just because he was requested to do so. Even if he appeared to be reading his opening comments from the document there may have been other information which for any one of a number of reasons he did not want to make available. Which isn't to say that his expectation of being vindicated may not prove to be incorrect.
