In between the war against Saddam in the 90's and the Bush rhetoric now, the American people have already said that "it is the economy, stupid". With the economy in the doldrums, the terrorists are already achieving their objectives; namely hurt America.

Clinton understood that well since he ensured that people in the US were economically prosperous while at the same time he used smart bombs to wreak havoc on Osama in his hideout in Afghanistan. He did not succeed in capturing Osama then and so is the same now, we do not have Osama or even one of the top 5 in our custody yet. So would it not be wise for Bush to concentrate on rebuilding the economic strength to go hand in hand to support and bolster the military strength?
