From a legal perspective, yes, he's in the clear. That has very little to do with what did or did not happen. As we all know, there's a world of difference between "innocent" and "not guilty". Just ask OJ.

There are only two possibilities: either his timing was really, really, fortuitous or some inside information got whispered over lunch somewhere. If it makes you feel comfy to believe in the first scenario, feel free to believe it. I don't believe in that kind of coincidence where anybody else is involved, though, and I'm not going to start believing in it just because the individual involved is a Bush.
