Barrett said several months (a year?) ago that Intel's revenue were at levels not seen since '99 or so while the headcount had increased by 10,000-20,000. I don't know the exact numbers but if you do a search you'll probably find the quote. He suggested at that time that Intel would have to reduce headcounts if revenue levels didn't improve.
