Bill Clinton signed the bill giving her standing to do so.
Do you think more Conservatives or liberals voted for it?

The amazing thing is, I've never heard anyone suggest repealing that stupid law.

Ken Starr got his job because Janet Reno lobbied hard and long to keep the Special Prosecuter law in effect - over Conservative objections.

More corrections:

#1 - I'm not defending Clinton. I'm criticizing those who claim to be criticizing Clinton, while actually destroying a bit of Americana by pushing politically-motivated pornography onto our morning papers and schools. I didn't vote for Clinton. But I certainly wouldn't vote for those who attempt to destroy our culture for political gain.

#2 - Whether it could have been settled in or out of court, the responsibility of those constantly bringing these issues to the fore belongs to those who constantly bring these issues to the fore. Like you, for example. At least your aren't giving us pictures.

As far as bad legal advice, or etc., it wasn't handled by the Clinton camp in any competent way, obviously, unless there were moles in the legal office actively trying to cause trouble. The American people pushed his approval rating through the roof feeling the attacks were cynical and irrelevant, but no one approved of lying about it. Either ignore it or admit and have some class and let the opposition know you can't be blackmailed. Clinton didn't have the class to do either, and the even lower-class vultures felt able to hijack the media for years.
