The Sydney Morning Herald sure isn't the Weekly World News. I'd assume it's real until the gov't denies it. And maybe past that.

I would hope that there will be a tremendous uproar and Congress will tell the Administration to take a long walk off a short pier. And if they implemented it anyway, THAT I would consider grounds for impeachment.

Probably. I can't think of any provision it violates. Maybe an amendment is needed to cover that sort of crap.
