Sounds like awake and alert legal-speak to me. In this business, there are "spectator"/players who have paid to get an advance peek at any data. Those are the "joint venture concerns" in my opinion. Until the jv partners give permission for final version legal approval, nothing more will be said. It's boilerplate, Frank.
