Ok, Carl how about this?

I predicted that the attack would happen this year. If it happens by December, full credit. If it happens by next April, partial credit. Beyond that, no credit.

You predicted that the attack would not happen at all. So you get no credit if it does happen this year, partial credit if it happens but is pushed off til next year. Full credit only if it never happens as you predicted.

Fair enough?
