He doesn't ask about the possibility that Palestinian leaders who encourage terror attacks by suicide bombers against Israeli citizens will be brought to trial. The atmosphere today in Europe is not sympathetic toward Israel. Israel was undoubtedly saved from international complications when at the last moment it withdrew its agreement to the appointment of the UN committee to investigate the battle of Jenin. There is no better proof of that than the words of two senior expert officials on the committee, who wrote, after Israel had refused to accept them, that Israel had committed war crimes. As far as the possibility of bringing Israelis to trial, attention should be paid to comments made by Israeli Supreme Court President Aharon Barak at a recent conference of legal scholars. "The permanent ICC has been established, and will begin to hold trials on July 1, 2002. Every Israeli is subject to its rulings, despite the fact that we did not ratify the convention that established it." For this reason, the IDF Judge Advocate-General, Brigadier General Menahem Finkelstein, initiated a special discussion in the General Staff about the ICC. Not only in Yugoslavia has the situation changed. Just as the Palestinians, and the Arabs in general, are making a tremendous effort in the field of information and the propaganda war, we will soon be witnesses to international legal warfare against Israel. As in any war, we have to know not only how to defend ourselves properly, but also how to attack quickly and in the right places.
