The order creating the CIA in 1947 spawned a whole series of secret agencies over the next two decades operating without oversight or recourse. Read Bamford's "Body of Secrets" or other works.

The government is riddled with tens of thousands of operatives of these agencies, who operate without any accountability, who have covert influence on politics and the media, which is clearly unconstitutional. Even the budgets are secret, as as FOIA shows often the confidential budgets are phony.

As another example it were made a felony for any government agency to covertly influence the public media you would see a major change in our media. CIA dir. Colby stated in Church committe hearings 400 major media figures (journalists, editors, owners) were CIA assets. And this was in 1975. Now it is more pervasive.

As another example FOIA releases show 99% of what is classified has nothing to do with bona-fide military secrets and is done for misinformation and CYA of embarassments or illegal and even treasonous actions.

Such excessive government secrecy is a self-promoting cancer, and inevitably produces criminality. It can only be starved out, and disclosed, or it will increase until we are a full-fledged police state, which isn't too far off at this rate, imo.
