Of course the decline of corporate earning aren't helping too.

HJ, I think if you check the statistics, you'll find that corporate earnings are, in fact, rising again (beginning in Q1). Of course, many individual companies' earnings are still depressed or falling, but others more than offset them.

PS: The forward PE on the S&P 500 is now 18; trailing is 21.
