"If God is replaced it will mean a void will have to be filled by a government god" No. People can consider the Divine if they wish without considering that it relates to either brutishness or Government. "You believe if there was a God no evil would exist in the world and that a God should be benevolent and kind" No. I believe it would be better if people stopped imagining brutal Gods who supported their particular tribal desires for ruling and controlling others for money, sex, and power.
