Either using the 8th high or the shoulder 12th high..., there's plenty of room... <smile>

That DOW monthly chart has some interesting fibs...

For the move to 11750.28:
1993 low as origin... 7635.40 = 0.500 retrace

1996 low as origin... 7720.81 = 0.618 retrace

1998 low is...7468.27

This suggests the 1998 low will hold if the market breaks the 5 lower tines of all these pitchforks.
