The in between, as you already know very well, is when they know perfectly well that something funny went on (the timing of the sale leaves little doubt) but they don't have enough evidence to prosecute.

When this happens the case is dropped. Doesn't mean there was no dirty work, just means there wasn't enough evidence to prove it.
