"Being presumed innocent is not the same thing as being declared innocent by the investigators.

Possibly because there is no such thing. You can not prove innocence. You can only fail to prove guilt. There is no such thing as facts that are proven either but that is another problem. I like that you said you "accept" the facts. It is really a matter of belief based on evidence. When did you become a believer?

You're splitting hairs....

Bush starts with a presumption of innocence.
The presumption was not disturbed by the SEC's finding.
Bush is therefore still innocent.
The presumption means nothing if you can sully the accused with merely an unproven charge.
