People who make those charges and don't believe reports which clear the exec inherently believe that all corp execs are evil. They view them all as rich, greedy, unworthy, and crooked capitalists.

How naive.

part of the reason for having an investigation/prosecution function is to bring finality...

It's really a shame that this is so up in the air. The investigation that was done was suitable for the purpose at the time, which was to see if the matter was worth pursuing legally. It wasn't. Had the purpose been to determine guilt or innocence, the investigation would have been different, more comprehensive, more definitive, more expensive.

Unfortunately, an investigation designed for one purpose is being applied to a different purpose because it's all we have. But it doesn't apply to the new purpose all that well. We either need to let the matter drop and move on, which leaves some residue of uncertainty, or we need to do a different kind of investigation. I think the former is the better choice.
