You miss the point. Bush's prime mission is to inspire ... to goad ... to lead by moral conviction ... to use the presidency as a bully pulpit. In the case of the Big Business Scandal of 2002, his message is not being taken seriously because of his nefarious big-business past. In other words, Bush preaching about corporate ethics has as much effect as Clinton preaching about sexual ethics.
