That's a pretty good article. The accurately identify the Telecom Act of 96 as the thing that has killed any implemented innovation in the last mile. Though they are off a bit in saying that there is a technology component to the last mile that hasn't been addressed. The technology exists, but the Telecom Act of 96 removed any reason for the ILECs to upgrade their infrastructure.

I also think that they overstate the effect of DWDM. The overcapacity was there without it. And it is pretty funny that they talk about a single phone call going down one fiber and that DWDM enables the ability to put multiple calls down one fiber. 40 gig down a single fiber pair with a single wavelength is right around the corner. I'd need a calculater to figure out how many phone calls that is. Maybe they were just using that as an example to get the idea across.
