It goes back to Reagan era deregulation, which cut down funds for investigation and changed the rules to allow a free-for-all. That wasn't corrected by any subsequent Congress or administration. It takes a runaway reformist environment to cut away the mossback power structure, that has defended itself all too well, up to now. It will no doubt go too far, baby with the bathwater, but that's how public awareness works in an adversarial system. Up to now, it hasn't gone anywhere near far enough, imo.
