it is expected to let its citizens get blown up without fighting back, to offer more concessions

The first suicide bombing of the Intifada came in November 2000, over a month after the Intifada began with Israel's snipers firing on unarmed protesters. How can Israel's actions have been in reponse to getting blown up? Are you having trouble with the space-time continuum?
