I suppose it was the arm, but this made me wonder: "That decision was made because we had insufficient information on the program, and because we had not discussed the issue internally or with the two unions affected." Could the unions, or a significant number of their members, have demanded to be part of the TIPS program? What, in their minds, would be in it for them, do you suppose? Simply not being consulted could them mad. Somebody at the PO didn't handle that very well.
