I suppose it was the arm, but this made me wonder:

Could the unions, or a significant number of their members, have demanded to be part of the TIPS program? What, in their minds, would be in it for them, do you suppose? Simply not being consulted could them mad.

Somebody at the PO didn't handle that very well.
