I think what the author means that the violence we see in the Israeli-Palestenian situation is not triggered by the same Islamic fundamentalistic considerations as the terrorist violence we see between the Al Qaeda and others such as the US. I don't think it is meant to convey what your interpretation is, though what you say is also true as to why the basis why Israel was chosen.
