I believe capitulation will not occur until something tangible happens in DC which shows the investing public that the pols have an understanding of the enormity of the situation facing us. A few people have basically hijacked the US stock market and have eroded billions in wealth, both directly and indirectly. Hold those people accountable, such as the CFO of WCOM who was fired(and who is now building a $40M home in FL). Bush could easily write an order to seize his assets until it is proven that he is not culpable for wrongdoing at WCOM. If this were to be done with select execs at WCOM and ENE, I honestly believe the DJIA would rally a thousand points or more. Talk is cheap, and that is all that is coming out of DC these days.

Fund managers are rushing to Euro bonds just to get some positive earnings for their quarterlies.

If this were the Gr Depression, Nas would touch 525 (89.5% drop) and then 3 years later reach approximately 2825, 25-2-3 = 20 years later reach 5000. But unlike Gr Depression, our governance is smarter, we don't have bank runs (Policy to avoid such), have higher margin requirements, and we have some healthy business climates such as China.

The SEC's Aug 14th deadline for certification is expected to result in more restatements by companies, so I would expect more surprises, possibly a bottom in August.

Then possibly the rebuilding of America may begin by the ethical, embattled CEOs.

This stock downturn will end soon. If history repeats itself, 2825 is around the corner, and that doesn't sound too bad from this level. Nas had shot up 66% over only 6 months from 3000 to 5000 in Q4-99 and Q1-00, so some of that growth was fluff. Unlike Nas, Intel has the advantage of being able to control its production costs better than most companies. Hang tight.
