Upon looking at the system again, it does seem to be the desktop part. However, Intel has launched 2GHz Mobile parts as well, but I believe they are more expensive. The benefit of the desktop part depends on the user's battery needs. Given that more OEMs are building desktop based notebooks, it might be reasonable to assume that some users are demanding the price/performance over the battery life. For myself, I am still a big supporter of battery life and mobility over price/performance, so I wouldn't be one to buy a Presario 1500T notebook.
