Robert, please post the fix, some may benefit. My issue is intermittent and probably not related to PC settings. But I did increase Receive Buffer to 64240 bytes as recommended by pcpitstop and it improved speed. I did this a month ago, right after getting cable service. I had download speeds as high as 2500 kb/s then [measured by pcpitstop]. Now it's about 10% of that.
