I do not disagree with you in bemoaning the state of public schools in most of our inner cities. Something resembling a "solution" never may be found in our lifetimes. Vouchers will only benefit a very small percentage of individual students and will, in fact, have a negative effect on improving the local public school. The jury is still out on charter schools. Some work, many don't. Any course of action that excludes the parent is bound to fail. If the parent doesn't value education, the child certainly will not either.
