Gosh, "inept" describes about everyone in the Bush admin, and of course, "crooked" describes many as well. I think "Knows how to play the game to get the rewards" describes them all pretty much. They all conform to the orders they are given by various capitans of the oil industry. One reason they seem inept is they have to wait for instructions before responding to anything, that makes them appear slow on the uptake. TP
