If you're going to count from the time of conception for Itanium, then you ought to be consistent, and compare that to all the other computer architectures out there. No double standards.

Also, keep in mind that a few researchers figuring out how to design a CPU based on a new architecture don't require millions of dollars to do so. You only see the millions during the last could years of development and validation - which started for Merced around 1997. Late to market? Certainly, by about 2 years. But trying to take a quote out of context saying that "work" on IA-64 began in 1991 does not prove that processors were being developed anywhere near that time frame.
