He has at risk losing the support he gets from his opponents, the 'crats, by sucking up to those losers. He has to make this sacrifice of his own face in order to save the economy from total disaster. At least, that's what he thinks. I believe he's wrong. If he didn't cooperate, the 'crats would surely take us to disaster just like the apparatchiks did in the Soviet Union, but going there is better than this endless mediocrity we have in the US. We are running out of time because the rest of the world is gradually doing what the Soviet Union did. The threat is we will be last to change, with the exception of Canada.
