There is one incredible Mayor in Canada who brought a whole new level of honesty to politics.
Who, and what did he do?


Probably this guy. Glen Murray, Mayor of Winnipeg. He's managed to reduce taxes. He believes in working on weaknesses. Doesn't seem to believe denial is a river in Egypt. Cut above the usual municipal pol. He's a scholar. He's also electric.

His province of Manitoba has too high a tax regime in general - probably the result of federal transfer payments - and this exacerbates Winnipeg's problems which generally are not different in kind to those of most Canadian cities. They are starved for tax base and their powers are extremely limited - this doesn't attract high qualty political talent and makes them uncompetitive compared to cities in US and elsewhere.

Winnipeg does have a problem with regard to its aboriginal population similar to problems some US cities have with regard to their black populations - participation rate is too low - and he speaks very clearly about that. Winnipeg's police department hasn't been very good but I don't know how well he's dealt with that - police departments are always an acid test for mayors.
