.... A solid legal basis must be established for the military operation against Afghanistan: the last thing Russian military needs in time of war is legal squabbling in Russian Parliament. It is a fact that Russian public does not react well to any aggressive steps by its military. Therefore, a strong case must be made by the government that the operation against Afghanistan is a necessary defensive measure designed in vital interests of Russia's national security. If, as Russian army intelligence predicts, Taleban launches an attack against Russian allies, the Russian military would have a strong case for a large-scale operation against Afghanistan. At the moment Russian public is not adequately prepared to accept a military campaign against Afghanistan. Many Russians believe that it is important to complete the Chechen campaign first before committing a large number of troops and equipment to a new, relatively distant war against a very rugged enemy. Many Russian politicians and some military officials share this point of view. Others point out that the war in Chechnya is closely tied to Taleban and to the situation in Afghanistan in general. They argue that dealing with rebel fighters in Chechnya while ignoring the situation in Afghanistan is very much like fixing the floor time after time while the roof is leaking. Every day Russian soldiers die in Chechnya in essence fighting Taleban or Taleban-trained terrorists. Much of the military equipment used by the rebels in Chechnya comes from Afghanistan and / or is purchased using money provided by Afghani terrorist leaders.

Correction: On Monday the Hamas leadership offered to "consider stopping suicide bombings if Israel withdrew from the West Bank".

That is a pretty mealy mouthed and useless comment, which you and much of the western press corps conveniently misinterpreted.
