During the LTCM crisis, the image of then Treasury Secretary Robert Rubin striding down the steps of the Treasury building to overawe investors with his studied calm is now a part of market folklore.

I challenge anyone to state what Rubin did that was constructive. I made that challenge in 1998 and only a few responded. The few responses claimed Rubin was behind the strong dollar. What?

But Paul O'Neill is no Robert Rubin.

Correct. As inept as O'Neill is, he's incomparably better than raise taxes Rubin.
