The key point you made is 'Clinton came closer to taking out bin Laden with one cruise missile'... So he missed his target and didn't follow up to complete the objective. This certainly served to make bin Laden much more cautious and more difficult to locate. And then Clinton left office and dumped the bin Laden problem in someone else's lap.
How's that for an example of an effective leader?
