Killing them all and letting God sort them out will be out of the question as an option for the United States. Al Qaeda operates out of places like Berlin, LA and Paris.

This gets back to the failure of the Israeli response to the suicide bombings. Israel's badly aimed retaliation punishes all Palestinians, instead of just the ones that are responsible. That technique cannot succeed until you kill or wound a substantial percentage of the population, and then make it obvious that you intend on continuing until absolute surrender (which Israel has shown absolutely no inclination to do). Pursuing such a policy against nations whose people are at worst ambivalent towards us will only turn more people against us. Germany couldn't conquer the world in 1938 and the US can't do it now.

This was mainly an act of retaliation, not ethic separation:

The reason Europe (Balkans aside) has had ethnic peace for the last 50 years, is precisely because they moved many millions in the 1940s

The Germans have been kicked out of Eastern Europe.
Again, war and Nazi collaboration and not ethnic tension (before WWII) has been the reason.
It was a violent process: 2 mio of about 12 mio people lost their life.

There are ethnic minorities in several countries of Europe. Many of the problems have been solved
by the implementation of federalistic structures.

As for the Israeli settlements: this is clearly a violation of international law.
This should never have been tolerated. Now it's a source of big problems and very difficult to unwind.
Instead of federalistic structures, we see a thing very similar to apartheid.
