For Washington, the Europeans are too strong to be treated like Russia, as a junior partner, but too weak to oppose American designs. We are bothersome in-betweens."

Pfft. "Too strong" indeed. Bush diplomacy is very personal. Bush gets along great with Putin. The Europeans made snide remarks and looked down their noses from the very start. They shouldn't be all too surprised at what Bush's natural inclination would be...
