Good question. I'm not sure how they estimate that national debt ticker in NYC, but maybe they use an average growth rate to estimate the debt? If so, they that average is by definition a smoothing out of periods when the gov't buys back debt vs creates new debt.

Because Social Security and Medicare are in deep debt. The politicians lie through their teeth telling the ignorant populace there's a surplus, but surprise, it's a black hole getting spent on all the liberal entitlement programs dumbocrats dream up and enact.
