trading one unrecognized occupation for another.
So we agree about "occupation".
International law prohibits settlements in occupied territory.
There's no exception for "disputed territory".

International law distinguishes between aggressive and defensive wars
I can see the point for a (self-) defensive occupation.
But settlements in occupied territory are still illegal. ("Defensive settlements"???)

The idea is not to allow the creation of an irreversible situation (fait accompli).
The Israeli settlements are a clear contradiction.
