but I don't think they are trying to produce so much as to again kill the price / retest / break prior lows. They've seen "gold is dead forever" & don't want to go there again.

But restraint is unstable in the absence of an effective cartel. The individual incentive is to maximize production as quickly as possible, as there is no guarantee that withheld production will still see a high price later.
