What's embarrassing about the knowledge that the Anthrax attack wasn't the "spawn of an al-Qaeda cell," as the article states(if that's truly the case)?

What's this you say about sweeping something under the rug? I read "The FBI has theorized that Dr. Hatfill (or someone like him) was motivated to send the anthrax letters post-Sept. 11 in order to put a scare into the U.S. government, the media, and the American people, with the intent being to boost funding for bioterrorism programs," and I just don't see it. This, though still "theory," was heard from the beginning.

The "high profile beginning" seemed appropriate considering the attacks were still happening, and questions abounded. That things are quieter since seems normal too.
