That is correct Ish. The general welfare clause, when combined with the necessary and proper clause, provides the Congress with broad authority to take measures it deems in the public interest, like paying for a federal highway system and, if it deems it appropriate, a federal health care system.

"Promote the general welfare," using your broad definition, also could mean that it's the government's responsibility to provide every American with cradle-to-grave free health care.

The flip side of this is - wealth transfers that don't benefit EVERY CITIZEN are unconstitutional, or extra-constitutional.
