See if you can be consistent with the 7 articles you posted and cull from them the 180B deficit in the 2002 budget. Keep in mind that you said it could be done by eliminating fraud and waste of existing programs... You will note that many of the fraud and waste items you posted calculated savings "over 5 or 10 years"

MEDICARE ABUSE is a far greater problem than fraud is; unnecessary tests and treatments are common occurrence. The trouble is how to prove it. Patients are not knowledgeable enough about Medicine, and even physician patients under the stress of their illness neglect to ask key questions.I believe the amount of money wasted is much greater than 1 out of every 7.
