I know Clinton was a hard worker but I didn't know he was approving all the loans once Rubin signed off on them.

First of all, everyone says the offshore accounting 'trick' was - and still is - perfectly legal.

Immoral, improper, yes, but legal.

Secondly, since it was a 'secret' between the banks and Enron: "Enron made a secret oral agreement in 1999 with Citigroup Inc.", who say's the government had anything to do with it?
