Two points.

Clinton tried to improve the situation w.r.t. the SEC and business accounting, and was shot down by Republicans.

There were "implosions" (e.g. Long Term Capital, the Asian Crisis, the Russian default, etc.) while Clinton was President, and they didn't result in a two year bear market. The reason is that when the crises occurred his Administration took action to maintain confidence rather than merely wringing its hands.
