Good point!
I know this was the argument that Eisenhower had and I do believe defense is a very good argument for the highway system. However, I would prefer to error on the side that gives the states the power instead of the federal govt.

Once the federal govt. is given power over a particular entity, it grows uncontrollably and tends to become corrupt.
