res-Isn't it extremely difficult for many welfare recipients to put in a 40-hour week on one job because their places of employment limit their hours to less than 30 a week in order to avoid paying health-care benefits and the like? The labor laws differ slightly in each state, but overall I would say that's true. The growth in part time employment and contractual employment is an offshoot of corporations trying to keep health care costs down. I would like to see the specifics of what the President is referring to. One sentence can often be misleading.
