From what I can tell, based on reading about two dozen news accounts, a handful of major dealers were apprehended and convicted. But it appears that prosecutors were over-aggressive in pursuing casual drug users. On the race issue, most of those arrested were black. Yet I could find no direct evidence of a racially motivated sting. That doesn't mean it wasn't, just that such a conclusion was a stretch based on the evidence. Reno's Civil Rights Division looked into it, and now Ashcroft's is investigating it.
